Build an opt-in answer cache that binds entries to tenant, model, source revision and expiry. Compare exact and semantic candidate matching using authored near-miss questions, including changed numbers and negation. Export a local HTTP adapter and a false-hit report; similarity alone must not authorize cross-user reuse.
