How do you get 3.3 V from 5 V?
Two resistors divide a voltage. A load changes the result.
Set R₁ and R₂, then connect a load. Compare actual and unloaded outputs.

Principle and limits
Ideal source, exact resistors and an infinite-resistance voltmeter. U = V × R₂ / (R₁ + R₂) unloaded; under load, R₂ becomes R₂ ∥ RL. No regulator, tolerances or heating simulated.
